Municipalities in the State of New Jersey are required by state law to publish and receive bids from the public on items costing over $17,500 that are not purchased through a State Contract. In order to enhance the competitive bidding process by broadening the population receiving notices, the Borough of Washington now publishes items for which they wish to receive bids on this web site in addition to the traditional means of advertising bids.
PURSUANT TO N.J.S.A. 40A:11-23c, ADDENDA MAY BE ISSUED FOR BIDS. IF BIDDERS OBTAIN AN RFP FROM THE WEB, IT IS THEIR RESPONSIBILITY TO CHECK PRIOR TO THE BID OPENING TO SEE IF AN ADDENDUM HAS BEEN ISSUED. COPIES OF ADDENDA OR NOTICE OF SAME WILL BE MADE AVAILABLE ON THIS WEBSITE OR WILL BE E-MAILED OR SENT VIA U.S. MAIL IF REQUEST IS MADE BY A LETTER OR E-MAIL TO THE PURCHASING AGENT.

NOTICE TO BIDDERS
NOTICE is hereby given that sealed bids will be received by the Clerk of the Borough of Washington, Warren County, New Jersey, at the Washington Borough Municipal Building, 100 Belvidere Avenue, Washington, NJ 07882, on Wednesday, May 31st, 2017, at 10:00 a.m. prevailing time. Bids will be opened and publicly read at this time. Bids are sought for the following item:
WASHINGTON BOROUGH MUNICIPAL BUILDING
AND FIRE DEPARTMENT
Bids will be opened and read in public at the Washington Borough Municipal Building, 100 Belvidere Avenue, Washington Borough, Warren County, NJ 07882. The Borough will award a contract based upon the lowest bid to the responsive, responsible bidder submitting the lowest bid.
Specifications and bid forms may be obtained by any interested bidder at the Washington Borough Municipal Building, 100 Belvidere Avenue, Washington, NJ 07882, in the office of the Washington Borough Clerk, during normal business hours – 8:30 a.m. to 4:30 p.m., Monday through Thursday, (Closed 12:00 Noon to 1:00 p.m., daily) Bid packages are provided at no cost if picked up in person by prospective bidders, or for electronic transmission (via E-mail). Requests for mailing of bid packages will require prior submission of $5.00 to cover the cost of postage and handling.
Bids must be submitted in standard proposal form and must be enclosed in a sealed envelope with the name and address of the bidder on the outside addressed to the Borough Clerk, Borough of Washington, 100 Belvidere Avenue, Washington, NJ 07882. The Borough will not be responsible for late mail deliveries and no bids will be accepted after the time stipulated in the NOTICE TO BIDDER.
The Borough of Washington reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Borough of Washington.
Bids must be on the bid form prepared by Borough of Washington in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Laurie Barton, Clerk, Borough of Washington, 100 Belvidere Ave., Washington, NJ 07882.
Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Borough of Washington in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount of bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.
The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Borough of Washington in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough of Washington in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq., N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.).
The contractor is further notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid.
The contractor is further notified that he must comply with P.L. 1999 c.238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.
The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.
The Washington Borough Council reserves the right to award a contract in its sole discretion and further reserves the right to reject any and all bids, waive irregularities, and decide as to the responsibility of the bidders, and make award on a lump sum basis.
