Municipalities in the State of New Jersey are required by state law to publish and receive bids from the public on items costing over $17,500 that are not purchased through a State Contract. In order to enhance the competitive bidding process by broadening the population receiving notices, the Borough of Washington now publishes items for which they wish to receive bids on this web site in addition to the traditional means of advertising bids.

IF BIDDERS OBTAIN AN RFP FROM THE WEB, IT IS THEIR RESPONSIBILITY TO CHECK PRIOR TO THE BID OPENING TO SEE IF AN ADDENDUM HAS BEEN ISSUED. BOROUGH OF WASHINGTON NOTICE TO BIDDERS:

The Borough of Washington has issued Addendum No. 1 in association with the public bid advertised on April 14, 2017 for Washington Borough Municipal Building and Fire Department Standby Generator in order to clarify and supplement technical specifications. The bid opening date will remain Tuesday, May 16, 2017 at 2:00 p.m. The addendum is available for public inspection at the Administrative Offices of the Borough of Washington at 100 Belvidere Avenue, Washington, NJ 07882, 8:30 a.m. – 4:30 p.m. Monday through Friday. Note that bidders must have attended a mandatory pre-bid meeting on or before Thursday, April 27, 2017 as per the original bid specification in order to be eligible to bid.

Notice is hereby given that sealed proposals will be received by Laurie A. Barton, Clerk for the Borough of Washington, County of Warren, State of New Jersey, at the Municipal Building located at 100 Belvidere Avenue, Washington, New Jersey 07882 on May 9, 2017, at 11:00 a.m., prevailing time, and then publicly opened and read aloud for:

Proposal for Route 57 Midblock Crossing Replacement

The general description of work consists of the reconstruction of the existing midblock crossing. The existing ‘bump-outs’ and associated concrete & pavers will be removed by OTHERS prior to the start of work. The approximate work quantities for this BID are as follows: Excavation Unclassified (210 CY); Milling (115 SY); Dense Graded Aggregate, 6” Thick (652 SY); HMA 19-M-64 Base Course, 4 “ Thick (153 TON); HMA Surface Course, 2” Thick (90 TON); Colored Concrete, 5” Thick (12 SY); Colored Concrete Driveway Reinforced, 6” Thick (64 SY); Paver Sidewalk (22 SY); 9”x18” Concrete Vertical Curb (294 LF); and Traffic Striping (900 LF)

The plans, specifications and related bid documents for the proposed work are prepared by Kevin M. Smith, P.E., P.P., C.M.E., of Finelli Consulting Engineers, Inc. and are available at Finelli Consulting Engineers, Inc., 205 Route 31 North, Washington, New Jersey and are on file for inspection in the Office of the Borough Clerk of the Borough of Washington, Borough Municipal Building, 100 Belvidere Avenue, Washington, New Jersey 07882 during regular business hours. Bidders must appear in person to pick up a copy of the specifications and plans at Finelli Consulting Engineers, Inc. at the above listed address. A non-refundable charge of $75 shall be paid for each set of plans and specifications issued, made payable to Finelli Consulting Engineers, Inc.

All proposals shall be enclosed in opaque sealed envelopes plainly marked “Proposal for Route 57 Midblock Crossing Replacement” and shall show the name and address of the bidder. Bids may be forwarded by certified mail. If mailed, the sealed envelope containing the proposal and marked as directed above must be enclosed in another envelope properly addressed for mailing as follows:

All bids shall be presented to the Clerk by the parties bidding or their agents at the place and time designated or by mail as above. The Borough will not assume responsibility for bids forwarded through the mail if lost in transit at any time before bid opening. No bids will be received after the time set forth above.

No proposal will be considered unless accompanied by a Consent of Surety plus a Bid Bond in the amount of ten percent (10%) of the base bid, not to exceed $20,000, in the form of a certified check, cashier’s check or bid bond, binding the bidder to execute a contract and furnish the required performance and payment bonds within ten (10) days after notification of acceptance of this bid. A Non-Collusion Affidavit shall also be submitted.

The successful bidder will be required to furnish performance and payment bonds for the faithful performance of the contract each in a sum not less than 100% of the total price for the completed bid, said bonds to be that of an approved surety company authorized to do business in the State of New Jersey and acceptable to the Borough.

Bidders are put on notice that they and all subcontractors hired by them to work on this project must pay any and all workmen employed on this project no less than the prevailing wage rates and benefits for the craft or trade or classification of workmen, as set forth by the Commissioner of Labor and Industry, under the “New Jersey Prevailing Wage Act, Chapter 150, of the Laws of 1963, effective January 1, 1964,” together, jointly and severally, with wage determination of the United States Secretary of Labor currently in effect. All Contractors must pay the State or federal rate, or combination of each, whichever produces the highest rate.

Bidders are also required to comply with N.J.S.A. 10:5-3 et seq., Law Against Discrimination, and the Affirmative Action Rules as set forth in N.J.A.C. 17:27.

Bidders are also required to submit a valid Public Contractors Registration Certification with the bid package or the bid package may not be valid and could be rejected.

Bidders are also required to furnish a statement setting forth the names and addresses of all stockholders in the corporation or partnership who own a 10 percent or greater interest therein, as the case may be, in accordance with P.L. 1977, C. 33; N.J.S.A.52:25-24.2. Bids will be rejected if they do not contain this disclosure statement

Bidders are also required to comply with all the amendments to said statutes, and the rules, regulations and pronouncements of any Court interpreting same.

This contract is subject to all of the Department of Labor, Safety and Health regulations and to the applicable provisions of the Occupational Safety and Health Act of 1970.

The Borough reserves the right to waive minor defects and informalities in any bid and to reject any and all bids, or to accept bids that are in the opinion of the Borough, in the best interest of the Borough. The Borough of Washington also reserves the right to extend or reduce the scope of work to remain within the allotted funds available.

No bidder may withdraw this bid within sixty (60) days after the actual date of the opening of bids.

NOTICE TO BIDDERS

NOTICE is hereby given that sealed bids will be received by the Clerk of the Borough of Washington, Warren County, New Jersey, at the Washington Borough Municipal Building, 100 Belvidere Avenue, Washington, NJ 07882, on Tuesday, May 16th, 2017, at 2:00 p.m. prevailing time. Bids will be opened and publicly read at this time. Bids are sought for the following item:

STAND-BY GENERATOR FOR THE WASHINGTON BOROUGH MUNICIPAL BUILDING AND FIRE DEPARTMENT

Bids will be opened and read in public at the Washington Borough Municipal Building, 100 Belvidere Avenue, Washington Borough, Warren County, NJ 07882. The Borough will award a contract based upon the lowest bid to the responsive, responsible bidder submitting the lowest bid.

Specifications and bid forms may be obtained by any interested bidder at the Washington Borough Municipal Building, 100 Belvidere Avenue, Washington, NJ 07882, in the office of the Washington Borough Clerk, during normal business hours – 8:30 a.m. to 4:30 p.m., Monday through Thursday, (Closed 12:00 Noon to 1:00 p.m., daily) Bid packages are provided at no cost if picked up in person by prospective bidders, or for electronic transmission (via E-mail). Requests for mailing of bid packages will require prior submission of $5.00 to cover the cost of postage and handling.

A MANDATORY pre-bid meeting for ALL PROSPECTIVE BIDDERS will be held on Thursday, April 27th at 9:00 a.m. at the Washington Borough Municipal Building, 100 Belvidere Avenue, Washington, NJ 07882.

Bids must be submitted in standard proposal form and must be enclosed in a sealed envelope with the name and address of the bidder on the outside addressed to the Borough Clerk, Borough of Washington, 100 Belvidere Avenue, Washington, NJ 07882. The Borough will not be responsible for late mail deliveries and no bids will be accepted after the time stipulated in the NOTICE TO BIDDER.

Bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27), the law against discrimination (Affirmative Action).

The Washington Borough Council reserves the right to award a contract in its sole discretion and further reserves the right to reject any and all bids, waive irregularities, and decide as to the responsibility of the bidders, and make award on a lump sum basis.
